fixed an issue with Modbus code (RS-232 comm) which caused a communication lock-up under some conditions.

- Float transistion counter now begins at 30% duty cycle (was 15%). Easier for L16's and older batteries to transition to float stage.

- Added EEPROM register that allows the user to select PWM or ON/OFF type regulation in Diversion Mode. This option already exists in Solar Charging Mode (DIP switch #8)
